Polarity rationale: Reviewed enrichment (llm_import) polarity: The measure is an ordinary prudential infrastructure and disaster-resilience bill. It promotes a practical good, restoring power and reducing future hazard damage, without directly restraining a named evil or directly advancing one. Its effects on federal spending and cost-sharing are a routine governance matter rather than a clear moral wrong, so 'mixed' fits the ordinary prudential character better than a firm verdict.
Theological note: The bill concerns prudent stewardship of public infrastructure and disaster resilience, which can serve neighbors by reducing outages and damage. It does not directly address the protection of life, justice, or moral harm, so its relevance is largely prudential rather than a direct moral question.
