# H.R. 2860 (119th): Northwest Straits Marine Conservation Initiative Reauthorization Act of 2025

Northwest Straits Marine Conservation Initiative Reauthorization Act of 2025 This bill revises and reauthorizes for seven years the Northwest Straits Marine Conservation Initiative and its Northwest Straits Advisory Commission. The initiative and the commission work to protect and restore marine waters, habitats, and species of the Northwest Straits region (i.e., the waters of the Strait of Juan de Fuca and of Puget Sound from the Canadian border to the south end of Snohomish County in Washington state). Among other duties, the commission must provide resources and technical support for marine resources committees, develop scientifically sound restoration and protection recommendations, and serve as a public forum for informal policy discussions about the marine ecosystem of the Northwest Straits region.

Roll 196: On Motion to Suspend the Rules and Pass, as Amended. Vote type: final_passage.
Polarity rationale: Reviewed enrichment (llm_import) polarity: The measure pursues a legitimate environmental good (habitat protection and restoration) through an advisory and coordinating body. It does not directly restrain a named evil or defend a specific justice claim, and it does not directly advance moral harm. Its merits rest on prudential judgments about scientific recommendations, administration, and resource use, so 'mixed' fits better than 'good' or 'unclear'.
Theological note: Stewardship of creation, including care for waters, habitats, and species, is a relevant concern under general equity and the creation mandate. This bill concerns ordinary environmental stewardship and advisory coordination rather than a direct moral harm, so its relevance is prudential rather than a hard moral verdict.
