Polarity rationale: Reviewed enrichment (llm_import) polarity: The measure is a prudential energy-study bill. It seeks information about refinery capacity and energy security, which is an ordinary civil good, and it asks for analysis of federal and state executive actions that may have reduced capacity. Those are policy questions on which reasonable people differ. The text does not directly restrain or advance a named moral harm, so it does not warrant a hard moral verdict.
Theological note: The bill concerns the prudent stewardship of energy infrastructure and the public good of national energy security. It creates no direct moral act, and its relevance is limited to ordinary civil prudence about how government gathers information and weighs policy options.
