# H.R. 9238 (119th): This bill extends the authorities of Title VII of the Foreign Intelligence Surveillance Act (FISA) until July 2, 2026

This bill extends the authorities of Title VII of the Foreign Intelligence Surveillance Act (FISA) until July 2, 2026. Title VII of FISA generally addresses electronic surveillance and other methods of acquiring foreign intelligence information that are directed at targets outside the United States. Title VII includes surveillance under Section 702, which concerns acquiring communications of non-U.S. persons believed to be outside the United States to obtain foreign intelligence information. Information about U.S. persons may incidentally be acquired by this type of surveillance and subsequently queried (searched) under certain circumstances. For additional information, see CRS In Focus, IF11451 Foreign Intelligence Surveillance Act (FISA) ; and CRS Report, R48592 FISA Section 702 and the 2024 Reforming Intelligence and Securing America Act .

Roll 221: On Motion to Suspend the Rules and Pass. Vote type: final_passage.
Polarity rationale: Reviewed enrichment (llm_import) polarity: The bill directly extends a government surveillance authority whose operative effect includes acquiring and querying communications that involve U.S. persons. Under the framework, advancing surveillance power is usually evil, and the summary shows no warrant requirement, exclusion rule, or other limit on the intrusive power itself. The metadata's existing evil classification is consistent with that reading, though the thin summary keeps confidence moderate.
Theological note: The measure bears on the duty of civil authorities to restrain intrusive power and protect the privacy and liberty of persons under general equity. Extending a surveillance power that incidentally sweeps in the communications of Americans, with later searches of that data, raises concern about government overreach and the protection of the household and person. Foreign intelligence gathering has a legitimate protective purpose, so the issue is weighed as a serious liberty concern rather than a settled verdict on the full program.
