# S. 4465 (119th): This act extends the authorities of Title VII of the Foreign Intelligence Surveillance Act (FISA) until June 12, 2026

This act extends the authorities of Title VII of the Foreign Intelligence Surveillance Act (FISA) until June 12, 2026. Title VII of FISA generally addresses electronic surveillance and other methods of acquiring foreign intelligence information that are directed at targets outside the United States. Title VII includes surveillance under Section 702, which concerns acquiring communications of non-U.S. persons believed to be outside the United States to obtain foreign intelligence information. Information about U.S. persons may incidentally be acquired by this type of surveillance and subsequently queried (searched) under certain circumstances. For additional information see CRS In Focus, IF11451 Foreign Intelligence Surveillance Act (FISA) ; and CRS Report, R48592 FISA Section 702 and the 2024 Reforming Intelligence and Securing America Act .

Roll 155: On Motion to Suspend the Rules and Pass. Vote type: final_passage.
Polarity rationale: Reviewed enrichment (llm_import) polarity: The bill directly extends an existing government surveillance power without adding warrant or other operative limits on the incidental collection and querying of U.S. persons' information. Under the framework, measures that advance surveillance power are usually evil, so the moral polarity is evil. The legitimate foreign-intelligence purpose is acknowledged but does not offset the direct extension of the intrusive power.
Theological note: Scripture grounds government's duty to protect the public from real foreign threats, but it also requires that power be exercised with justice and restraint, and that persons not be subjected to unjust intrusion. The issue is relevant because the bill prolongs a surveillance power whose incidental reach extends to U.S. persons' communications, raising questions of general equity and the protection of private life.
