# JustMeasure > JustMeasure is a Reformed, party-blind ranking of legislators by recorded votes. We judge actions, not people. This index is generated from the scoring rules and the published JSON. It covers 719 stored records. Rankings updated October 26, 2026, 11:44 AM ET. Labels, from the lowest score upward: - Qualified on the 118th–119th Congress record: below 20. Lower score is better. - Not yet tested on life and child-protection votes: A Qualified label claims a tested record on the gravest votes. Members seated after those votes, or who never cast one, show their score but are not called Qualified until tested. - Sponsorship cap: a sponsor or cosponsor of a reviewed abortion or minors-transition measure keeps the score and cannot be Qualified. The window is the current and prior Congress, about four years. A recent deliberate act of the office stays on the record for one full Congress after. Prior-Congress resolutions are notes and do not cap. Operative class-A bills in that window still cap. Withdrawn cosponsorships do not count. Adam Malin signed the eleven operative entries on 2026-10-22. Held entries stay pending and do not cap. - Past floor votes: prior Congress weight 0.5, two Congresses back weight 0.25, counted toward the lane minimum by that weight. A past abortion-expansion yea caps the label at Compromises on record and does not disqualify. S. 4554 is scored at the 0.5 factor. Decay is a chosen prudential weight, not a half-life for sin. Past penalties mirror whichever party set each Congress's agenda. - Compromises on record: 20 to below 45. - Grave pattern on record: 45 and above. - Disqualifying vote on record: At least one Tier 1 vote: a vote to advance a direct breach of a clear command, or against a clean protection bill under the stated rule. - Too few scored votes: Too few scored votes to apply the screen. Scores are lane profiles. Tier 1 needs a human sign-off of operative text. Debt and spending and war-funding lanes (honest_money, war_peace) are prudential at 0.5. Debasement and unjust war stay at full weight (debasement, repudiation, unauthorized_hostilities, unjust_war). ## Pages - [Rankings](https://justmeasure.org/): Every stored record, with its public label and Tier 2 scale. - [My Ballot](https://justmeasure.org/my-ballot): ZIP form plus a static list of district pages.
