Theological note: Scripture grants government a duty to restrain wrongdoing and protect the public (Romans 13:4), and it also requires justice and care for the sojourner (Leviticus 19:33-34). This bill is a monthly reporting mandate on border encounters and suspected security risks, so its relevance is prudential public administration under general equity. Reporting itself does not directly advance moral harm. Any concern would arise only if nationality data were used to treat people unjustly rather than to inform lawful enforcement.
