Theological note: Relevant mainly to stewardship and truthful accountability in the use of public funds. Scripture calls officials to faithful, honest administration, and reporting requirements can serve that end. The measure does not itself address a named moral harm, and its effects depend on prudential judgments about energy policy and cost sharing.
