Theological note: Scripture gives government a real duty to act justly and to avoid burdening the weak through needless oppression, which gives this issue some relevance to equity for small enterprises. The measure itself is a procedural mechanism for collecting complaints and reporting on them, so its moral weight depends on how regulatory burdens are ultimately weighed and addressed. It does not directly restrain or advance a named moral harm.
