Theological note: The bill raises stewardship questions about how public revenue is raised, allocated, and borrowed, and whether public works, energy, and water infrastructure serve the common good with honest accounting and due restraint. These are matters of prudential judgment under general equity rather than a direct moral act of harm or protection.
