Recorded summary

H.R. 5371 is a continuing appropriations and extensions act for fiscal year 2026. Division A is a continuing resolution that ends the October 1, 2025 shutdown and funds most federal agencies at FY2025 levels through January 30, 2026, with listed exceptions. Divisions B through D provide full-year FY2026 appropriations for Agriculture, Legislative Branch, and Military Construction and Veterans Affairs. Divisions E through H extend expiring agricultural, health, veterans, and other programs and authorities, and Division H exempts those divisions from certain PAYGO scorekeeping. The bill also includes many riders, including restrictions on reductions in force, a Senate data-notification and civil-action provision, limits on VA reporting to NICS, and a bar on VA agreements that restrict speaking to Congress.

Theological note: The bill raises stewardship questions: public money is a trust to be spent justly, openly, and within limits, and Scripture warns against reckless debt and unaccountable spending. It also touches the duty to care for widows, orphans, veterans, and the vulnerable through programs for survivors of trafficking, veterans' care, and nutrition. Some riders bear on the protection of conscience and life, such as the embryo-editing restriction, and on the dignity of persons, such as limits on speech restrictions and data intrusion. These are issue-relevance notes, not a final candidate judgment.
