Theological note: Relevant to stewardship of public resources entrusted to civil authority, the proper ordering of the sword to restrain evil and defend the innocent (Romans 13:1-4), the duty of justice and mercy in aid to the vulnerable abroad and at home (Micah 6:8), and the danger of trusting in wealth or military power rather than God (Psalm 20:7). Whether these concerns are served or betrayed depends on specific line items and restrictions not present in the metadata.
