Recorded summary

The bill requires Small Business Administration employees who take part in originating, reviewing, or approving SBA loans to certify in writing, before participating, that they have no conflict of interest with the loan. It also requires them to disclose any conflict that arises after certification and to acknowledge the conflict-of-interest rules that apply to them. The SBA must issue implementing regulations. Under current law, federal employees must already disclose financial conflicts and recuse themselves, with limited exceptions.

Theological note: Scripture condemns partiality, bribery, and self-serving handling of public trust, and it calls rulers and officials to justice and honest weights. A measure that requires officials handling public loans to affirm and disclose conflicts of interest bears on the civil duty to restrain self-dealing and protect the public from fraud. The concern is modest and procedural, not a direct moral evil.
