Theological note: Scripture recognizes the magistrate's duty to punish evil and protect the good (Romans 13:3-4), so honoring those who restrain crime and risk their lives for neighbors touches on general equity and the protection of the innocent. Because the resolution is ceremonial and makes no operative claims about how policing should be conducted, its moral weight is limited to honoring faithful service and mourning the fallen.
