Res. 1490, condemning and denouncing socialism in all its forms; and H.R. 4795, to bar institutions that participate in nonexpressive commercial boycotts of Israel from certain Higher Education Act funds and to require certification that students are not unreasonably obstructed from Israel-based academic programs. Theological note: The resolution is primarily procedural, but it bundles measures that touch stewardship of creation (mineral production and wildlife regulation), the condemnation of socialism as an ideology, and the conditioning of federal education funds on institutions' positions on boycotts. These bear on stewardship, the proper limits of civil authority over associational and expressive conduct, and the equitable treatment of students and institutions. Each component would need separate review on its own terms.
