Theological note: Scripture calls rulers to justice and to care for the vulnerable, including the provision of education and public works for communities. This measure concerns the stewardship of public funds for rural schools and roads, which is a prudential matter of how government should provide for ordinary community needs. It raises no direct moral question about evil being advanced or restrained, so it is relevant mainly as a matter of faithful and honest stewardship of public resources.
