Theological note: The bill concerns stewardship of land held in trust for tribal communities, the orderly and honest administration of property records, and the equitable treatment of tribes in access to homeownership. Scripture's concern for just weights, faithful stewardship, and fair dealing toward the vulnerable bears on it, but the measure is administrative and does not itself touch a direct moral question.
