Recorded summary

This joint resolution under the Congressional Review Act would nullify the NHTSA final rule 'Federal Motor Vehicle Safety Standards; Fuel System Integrity of Hydrogen Vehicles; Compressed Hydrogen Storage System Integrity; Incorporation by Reference,' published January 17, 2025. The rule establishes two new FMVSS for hydrogen-fueled motor vehicles: FMVSS No. 307 covers hydrogen fuel system requirements during normal operation and after crashes, and FMVSS No. 308 covers compressed hydrogen storage systems, including performance requirements intended to make leaks or bursts unlikely and standards for closure devices. The rule is based on UN Global Technical Regulation No. 13. A yea vote is a vote to nullify the rule, and the agency could not reissue a substantially similar rule.

Theological note: The issue touches the general equity of protecting the public from preventable physical harm through reasonable safety standards, and the stewardship of fair and orderly commerce. Scripture does not address vehicle fuel-system engineering directly, so the moral weight here is prudential. Disapproval would remove a safety protection against leaks and ruptures, which bears on neighbor-love and care for life in a general sense, but the bill does not present a direct moral evil to be restrained or advanced.
