Targeted appropriations and stewardship concern

Tier 2 - Grave Compromise

Support for targeted appropriations legislation that warrants narrower stewardship review but does not by itself prove omnibus-style concealment.

Principle: Stewardship, public trust, and prudence in civil spending.

Scripture: Luke 16:10-12, 1 Corinthians 4:2, Romans 13:7

Reformed rationale: Civil spending is still a matter of stewardship and public trust. A targeted appropriations vote may warrant moral review, but it should not automatically inherit the stronger omnibus-complicity claim unless the bill truly bundles or conceals grave evil.
