Recorded summary

H.R. 915 (119th Congress) would authorize the Small Business Administration to finance, under its 7(a) loan program, business software or cloud computing services used for business operations, product or service delivery, payroll, human resources, sales and billing, or accounting and inventory tracking. Eligible tools may include artificial intelligence. The 7(a) program provides federal loan guaranties to participating lenders that extend financing to small businesses unable to obtain reasonable credit terms otherwise. The title is procedural and the source metadata is thin, but the summary is sufficient for a high-level classification.

Theological note: The measure bears on stewardship of productive work, the dignity of small enterprises, and honest commerce. Scripture supports diligent labor and the fair treatment of those who build modest livelihoods. It also calls for prudent stewardship of public credit and warns against federal guarantees that shift risk onto taxpayers or encourage unwise dependence. This is an issue of prudential governance, not a direct moral verdict on the bill.
