Recorded summary

H.Res. 177 is a House procedural resolution providing for floor consideration of three Congressional Review Act disapproval resolutions: H.J. Res. 42, disapproving a Department of Energy rule on appliance and equipment energy conservation certification, labeling, and enforcement; H.J. Res. 61, disapproving an EPA rule on National Emission Standards for Hazardous Air Pollutants for rubber tire manufacturing; and S.J. It waives points of order, sets one hour of debate and one motion to recommit, and orders the previous question on each measure to final passage.

Theological note: The resolution concerns stewardship of creation (air quality and emissions affecting neighbors, energy use and consumer costs), the protection of cultural and archaeological heritage, and the proper division of authority between Congress and executive agencies. These are issues of prudential judgment under general equity, not direct moral questions, so the measures warrant careful review of the underlying rules rather than a fixed moral verdict on the procedural vehicle.
